At the beginning of 2009 the regional government had planned to make payments or financial transfers to municipalities. The institutional budget of openness institution considered "zero" resources for this purpose.

However from the month of July began deliveries to 11 local governments from provincial and district for a total of 41.3 million soles. (See chart).

The destination referred to those resources is to implement investment projects of drinking water, paved streets, classrooms, electrification and "response capacity of health centers." But only 3 municipalities (Masin, Commander Noel and Eleazar Guzman Barron) have entered in the budget those funds transferred, information collected from Chimbote is vague in this respect while the other 7 it is clear that municipalities have used what they were transferred.

In an interview and discussion with regional directors mentioned that "the surrender of transfers to municipalities is delayed and in many cases is still not clearly supported." Now, except for the provincial municipality of Santa (7 million) by the inaccuracies of their projects, we can see that 67% of the funds transferred in 2009 have been referred by most local governments for projects they are supposed to finance.

What has been the transfer mechanism used from the GR? Why Pomabamba municipalities, Conchucos, Yungay, Anra, Pallasca, Shilla and that between 7 Acopampa received S /. 27 million of the Regional Government have not put those resources in its budget in 2009?

This topic deserves a prompt and reasonable response from the municipal authorities.
