Lcd Turning Off Every 30 Seconds

By: Richard Moreno Bustos

Recently we have seen on the news that about 13 Ancash provincial mayors have signed an agreement with the latter Antamina to transfer "1 million suns "to fund projects that those municipalities identified as priorities. That should not call attention, then "these are resources that belong to Ancash" as Antamina and other mining companies in the region and the country (total 39) were pledged to spend 3.75% of its net profits after taxes for social and productive investment, thus giving rise to the so called "mite mining" or "voluntary contributions" or "Mining Fund" or the name was officially called "Mining Program of Solidarity with the People."

means that the aforementioned "Antamina Mining Fund" that between 2007 and 2009 has led to S /. Spent 494.7 million and S /. 335 million, are resources which the company has is required to invest while the average price of metals prices remain above minimum was determined in 2006.

What does attention and bad, is that the mining company, mentioned that the cost or delivery of a million to the provincial mayors are part of the "mitigation" to lower "canon minero" in later years will be the municipalities due to the "reinvestment of profits which the company is hosting to implement its expansion project."

resources to mitigate some new resources should be and should mean at least $ 135 million what they perceive Ancash stop by canon in the following years.

Also, the mayors said in their statement that "the resources provided by the company are higher than they would lose the reinvestment" losing sight of their representation is provincial and therefore should always consider the effect will be on all districts of the province and not just on the fence. Huaraz when thinking about compensation do so on its 12 districts, Huari on its 16 districts, Bolognesi on its 15 districts and so on.

Finally, accepting the conclusions of the forum on the College of Engineering the Canon Minero and its implications in Ancash "we must insist that the company continue its expansion project, but to give up the" reinvestment program "that will not allow the state to tax the income of 270 million dollars, of which half (135 million dollars) will be the total amount that the Canon Minero is progressively reduced in the department.

Antamina Mining Fund Regional Government financial transfers to municipalities to implement projects: What is going on with the Canon Regional Government? Profit Reinvestment

By Richard Moreno Bustos

At the beginning of 2009 the regional government had planned to make payments or financial transfers to municipalities. The institutional budget of openness institution considered "zero" resources for this purpose.

However from the month of July began deliveries to 11 local governments from provincial and district for a total of 41.3 million soles. (See chart).

The destination referred to those resources is to implement investment projects of drinking water, paved streets, classrooms, electrification and "response capacity of health centers." But only 3 municipalities (Masin, Commander Noel and Eleazar Guzman Barron) have entered in the budget those funds transferred, information collected from Chimbote is vague in this respect while the other 7 it is clear that municipalities have used what they were transferred.

In an interview and discussion with regional directors mentioned that "the surrender of transfers to municipalities is delayed and in many cases is still not clearly supported." Now, except for the provincial municipality of Santa (7 million) by the inaccuracies of their projects, we can see that 67% of the funds transferred in 2009 have been referred by most local governments for projects they are supposed to finance.

What has been the transfer mechanism used from the GR? Why Pomabamba municipalities, Conchucos, Yungay, Anra, Pallasca, Shilla and that between 7 Acopampa received S /. 27 million of the Regional Government have not put those resources in its budget in 2009?

This topic deserves a prompt and reasonable response from the municipal authorities.

The mayors have their say ...
